Constitutional first cause
The Engine begins when: A confirmed or legally reportable communicable disease creates obligations extending beyond the individual patient into the public-health system. Not when an outbreak occurs. Not when secondary cases appear. When the reportable diagnosis is confirmed.
Current systems can demonstrate: laboratory confirmation; report submission; investigation opened. They often cannot demonstrate: when responsibility transferred from the treating clinician to public health; whether every contact investigation obligation closed; whether community-protection obligations were completed; how accountability moved across organizations. This is one of the purest demonstrations of Federated Accountability we've seen.
